This film “Police the Human Dimension” is one of a series of “Authority Situation” law enforcement officer training films that depict situations of potential abuse of authority by police officers. The film and the others in the series were produced and directed by Eugene N. Smith for the Law Enforcement Assistance Administration U.S. Department of Justice in 1975 in Florida, filmed, and edited by Robert Mesterton, and with camera and sound by Rick Mishaw.

Credits (00:07). “Police: The Human Dimension” title banner (00:25). A practice shooting target is shot (00:40). The police officer, Dr. George L. Kirkham, who is shooting (00:43). He speaks about the gun’s symbolism of authority (00:48). “Authority Situation 31” title banner (01:09). Two undercover officers sit in a car talking and using binoculars to observe a man in a park (01:18). One officer contacts dispatch about information (02:22). The two officers exit their car (02:54) and walk to the park (03:05). They confront their suspect (03:10) and body search and handcuff him (03:16). The officers take him to the car (03:36). One officer is writing on a paper by the back of the car while the other talks to dispatch (04:05). One officer resists the arrest and the other forces him to write a report (04:12). “Authority Situation 32” title banner (04:40). A young boy is walking in a supermarket (04:18). He checks his pocket and finds only a few cents (05:01). He steals a chocolate (05:19). An employee catches him (05:25). An officer arrives (06:02). The officer explains to the employee that he will take the boy to juvenile, and the employee requests something less punitive (06:29). The officers express threatening behavior towards the boy (06:44). The employee and the officer continue to argue the severity of the punishment (06:53). The officer brings the boy out of the store (07:34). “Authority Situation 33” title banner (07:40). A young couple is kissing in a car (07:49). A police car arrives (07:53). The officer steps out and approaches the couple’s car (08:00). He asks for their identification and informs them they’re parked on private property (08:08). The couple start arguing with the officer (08:40). The officer grabs the man by his shirt (09:06). He lets go and leaves (09:21). “Authority Situation 34” title banner (09:33). A car drives down a road (09:41). Another car ran through a stop sign (09:54). A police car notices and follows it (10:02). The car pulls over (10:13). The police officer approaches the car (10:20). He asks the young driver for his license (10:27). The officer explains the reason for stopping the driver in a threatening manner (10:39). The officer walks back to the police car to write a ticket (11:35). Another car runs through the same stop sign (11:43). A police car notices and follows it (11:47). The car pulls over (11:59). The police officer approaches the car (12:06). He asks the older driver for his license (12:13). The officer explains the reason for stopping the driver in a non-threatening manner (12:34). The officer returns to his car without writing the man a ticket (12:55). The man drives away (13:07). “Authority Situation 35” title banner (13:11). A car is driving fast in the dark (13:22). A police car begins the follow (13:30). The car is pulled over (13:39). The officer exits his car (13:59). The couple in who was pulled over are talking in the car (14:01). The officer comes over (14:06). The couple start arguing with the officer (14:11). The man steps out of the car and continues arguing with the officer refusing to show his license (14:31). The man shows the officer his license (15:02). The woman joins the man outside the car (15:41). The officer requests the man to come to the station to take a breathalyzer test after suspecting the man of driving drunk (16:05). The couple continues to argue with the officer (16:09). The man reveals that he is chief of police (16:18). The man requests the wife to get in their car (17:16). He threatens to officer with firing him (17:25). The man gets in their car (17:35).
