XD73364 “PRISONER CONTROL AND TRANSPORT” 1974 POLICE DEPARTMENT TRAINING FILM

This 1974 film “Prisoner Control and Transport” was part of a “Roll Call” series of police training films created by Motorola Teleprograms Inc.. It was executive produced by Sid Davis, a famous director and producer of non-fiction who specialized in social guidance films. It was written and directed by the team of Norman Rose, Denis Sanders and Arthur Swerdloff. The film demonstrates correct procedures when arresting one or more suspects. The film uses a grim example to make its point — it includes a re-enactment of an incident in which a police officer was murdered by a suspect because he didn’t follow proper procedure. The film was written, produced, and directed by Sander, Rose, and Swerdloff in corporation with the Pasadena Police Department.

“A ‘Roll Call’ Film” – “Prisoner Control and Transport” title banners (00:18). A police officer sits lifeless in the front seat of a police car (00:25). He bleeds from his mouth and ears (00:35). A police officer is arresting a DUI suspect in the street (00:37). They arrive at an emergency center to perform a blood test on the suspect (01:39), and the officer lazily allows the man to step out of the car (01:58). They enter the building of the emergency center (02:05). The officer doesn’t follow the correct procedure and doesn’t perform a second body-search the man he arrested (02:14). The officer handcuffs the arrested man with his hands in front of him, to allow him to smoke a cigarette (02:22). A senior officer / police sergeant is teaching a classroom of police cadets how to correctly body-search and handcuff a subject during a stop and frisk and arrest (02:35). The officer gives further instruction on the procedure if the suspect is armed (05:33), and if the suspect shows threatening and dangerous behavior (06:36). He demonstrates how to handcuff two suspects together if there is more than one present during the arrest (08:11). Back to the original storyline: the police officer and the DUI suspect exit the emergency center and re-enter the car (08:48). The officer sits dead in the front seat after being murdered by the arrestee (09:22). A young man is arrested by two police officers who correctly body-search during the arrest (09:26). One officer announces the arrest in the police radio in the car with the suspect in the front seat (10:27). Another young man has also been arrested (10:40). The backseat of the car is searched thoroughly before the two arrested men are guided inside (10:46). The guard officer also enters the backseat (11:16). A scene from the murdered officer, bleeding from his ears and mouth (11:24). Another officer arrives, checks his pulse, and calls for an ambulance (11:27). But it’s too late.
