The “Child Molester” presented by The Highway Safety Foundation is a public service announcement intended to scare parents into teaching their children about the dangers of child molesters and how they can teach their children to stay safe. The film was directed and written by Herbert J. Leder, who served as a film professor at Jersey City State College’s Media Arts Department and who wrote and/or directed several features including the 1969 crime pic “The Candy Man”.

A little girl plays hopscotch on a playground. A shadow of a man appears as she draws with chalk. He pours a bag of jelly beans into her hands. Her friend joins them for some jelly beans. The man continues to look for the girls in the woods. The little girl cowards and screams as he approaches. The parents cry at the police station. The missing little girl’s mother recollects memories of her daughter: picking up her baby sibling, watching a chick hatch and two newlyweds getting into a car (12:03).
