XD39904 “PATROL PROCEDURES” 1970s POLICE TRAINING FILM DRUG ADDICTS, UNHOUSED, MENTALLY ILL

Created by Murray Woroner and Woroner Productions, and released by Motorola Telefilms, this film was part of a series created to train police and law enforcement officers. The film shows various methods and procedures when dealing with “special situations”. The special situations shown include the aftermath of a suicide, drug users and overdoses, dealing with the unhoused or mentally ill, and runaway juveniles. All of which call for special procedure.

The film opens with a note informing viewers of the controversial subjects and that it was to be used for law enforcement only (:11). Motorola presented this film (:31). A list of cooperating police departments and headquarters follows (:53). In the first scenario a woman returns home after grocery shopping to find her husband has hung himself in the living room (1:06). A patrol officer drives through Miami responding to radio calls (1:30). Someone suffering from alcoholism (2:40) or mental health problems would be considered a special situation (2:50). A heavy drug user slumps onto his side as he overdoses (3:18). An elderly couple faces eviction from their home and senility (3:18). A runaway juvenile wanders the streets (3:30). The officer responding to the dead body call cuts the rope from the man’s neck (4:14). He checks the body for signs of life (4:21). The police mortician points to the signs of death (5:03). Pupils are shown to be non-responsive and dilated (6:07). Postmortem lability (5:11) is noted as well as rigor mortis (6:56). The wife of the suicide victim is questioned (8:06). A woman who appears to be passed out from alcohol (9:16) is revealed to be a diabetic going into shock (9:43). The drunk tank is pointed to at the station where alcoholics are left to sleep off booze (9:55). A mental health case scenario plays out as a woman dances with Harre Krishna dancers (10:46). The officer approaches the woman in a friendly demeanor in order to show compassion and gain her trust (11:43). A young woman is pictured with torn clothing as an officer investigates a rape scene; another incident considered to be a special situation (15:49). A missing person’s case is revealed to be a married woman having an affair (17:50). Missing juvenile cases are handled by the parents and the court system (18:28). The searching officer locates the missing youth (19:16). A child is seen wandering through the woods (19:28). Her parents file a report with the police (19:38). The officer locates the young girl playing with rocks in the woods (21:22). In the case of the elderly couple and the eviction, the officer calls in for assistance from the Salvation Army (22:25). Another officer takes a call about a potential suicide attempt on a water tower (23:05). After climbing to the top of the tower, the police officer is able to reach out and bring the man over the rail (24:50). This was a Woroner Production (25:07).
