89024 1980’S U.S. ARMY CORPS OF ENGINEERS RECREATIONAL & BOATING SAFETY “AN INTEREST IN SAFETY”

Produced by ent/gates films, inc. of Buffalo, New York, this film “An Interest in Safety” was presented by the U.S. Army Corps of Engineers. It describes recreational opportunities at a Corp’s facility in Arkansas, and highlights tips to ensure safety while enjoying vacation stays. It opens with a span of the Army Corp of Engineers facility (:58) which many travelled to for summertime vacation. The Corp has an interest in the natural settings of environments such as this and also held an interest in the public’s safety (1:12). Two women enjoy water skiing (1:24), a man swims underwater with scuba gear (1:31) and a fisherman lingers at the edge of the water (1:34). A family car pulls into the to the Dam Site Recreation Area (1:53) and the man checks to ensure the trailer is securely stationed (2:00). On the campgrounds a boy collects fire wood in the daylight as a safety precaution (2:04) and a woman unloading her groceries has only few pieces of glassware as it was best to keep them to a minimum (2:09). A fire extinguisher is set on the ground nearby as a man fills a container of gasoline (2:27) and it is important to use a proper container for the gasoline. When cooking foods over a flame, it helps to keep the handle turned away to prevent accidents (2:39). Boaters are seen in life preservers and all safety equipment must be on board and up to date as a Coast Guard boat rides up to it (2:58). The boaters undergo a courtesy inspection at the U.S. Coast Guard Auxiliary Courtesy Motorboat Examination Station (3:19). Here the fire extinguisher, running lights (3:41), life jackets, horn, anchor, bailing device and first aid kit (3:56) are all checked and accounted for. While his boat is undergoing the examination, one man fills out a float plan which is done in order to notify officials of your planned route in case of emergency (4:04). Water skiers in ski vests use hand motions to signal to one another prior to taking to the water (4:31). The safe starting method for this water sport begins with a slow even acceleration (5:01). An observer is on board here watching the water skiers for any incidents and in some states, they are required to be on board (5:45). As the boat moves through the water, the operator watches out for dangers such as fishermen, other boats, any water obstruction (6:01), and for water safety markers (6:16). When both of the women fall off the skis (6:28), the proper recovery method is shown beginning with the operator circling the skiers until they are on his side of the boat (6:39). A qualified scuba diver (6:45) teaches a young couple safety measures as there is not much room for error in this water activity. A marker flag is set out to warn others that there are divers below and they must remain close to this marker (6:58). All of the equipment including the depth gauge (7:19) and knife are checked prior to start and the couple is seen testing the buddy breathing technique prior to diving (7:33). An unattended boat is taken out by teenagers who through horse play, overturn the boat (8:17). Luckily a family nearby sees the incident and jumps to action using long poles and boat oars (8:55) to pull them from the water. The campsite bulletin board is pointed to which housed the activities, events and points of interest in the area (9:21). On one of the area’s many nature trails, a red cedar tree is pointed out (6:40). A water safety instructor teaches kids to swim (6:55). The area had many rescue stations set up for emergencies (10:02). Nighttime entertainment in the area include showings of travelogues, cartoons and safety films (10:09). These facilities are patrolled by cooperating law enforcement agencies including the Arkansas State Police (10:25) as well as the Sheriff (10:37). One of the cartoons which the Army Corp of Engineers had designed to aide in education on safety measures follows (10:51). The film begins to wrap up as a vacationer uses a trash bag to collect waste from their trip (11:12). It concludes after a credit screen thanking cooperating parties which made the film possible (11:31).
