88244 HANDLING TOP SECRET MATERIALS 1960s COLD WAR ERA INSTRUCTIONAL FILM

Produced during the Cold War by the Department of Defense, MEMORANDUM ON SECURITY was shown to defense workers and researchers, to establish the rationale behind and methods used for handling top secret, confidential, and classified information in national laboratories and defense installations. The film makes a direct appeal to the individual to guard against the theft or compromising of information through carelessness. (Interestingly, all the scientists shown in the film are men!) Deputy Defense Secretary Donald A. Quarles (1957-59) is shown in the film, discussing the Cold War and the race against the Soviets for world domination, a race in which “there is no well defined goal”.

Donald Aubrey Quarles (July 30, 1894 – May 8, 1959) was a communications engineer, senior level executive with Bell Telephone Laboratories and Western Electric, and a top official in the United States Department of Defense during the Eisenhower Administration. He served as both Secretary of the Air Force and Deputy Secretary of Defense.
