18974 1970s U.S. SOCIAL SECURITY ADMINISTRATION OBJECTIVES & BENEFITS “SUBJECT TO CHANGE”

This short employee development film, likely from the early 1970s, gives an overview of beneficiary actions for post-entitlement claims and actions. The film opens with a shot of a Social Security district office and several other buildings, including the SSA headquarters in Baltimore, Maryland. The film reviews the objectives of the Social Security Administration (01:17), and it shows a number of photographs of various employees working. Viewers see the SSA’s Electronic Data Processing (EDP) at the central o0ffice (02:29); footage shows computers, SSA checks running through a machine, and the Master Beneficiary Record (MBR) and its magnetic tapes. A college student receives a letter from SSA (03:24), a teacher instructs students in the front of a classroom; the film then shows a handful of “life journey” shots, including a married couple leaving a church, a baby smiling, and several people moving a couch into a moving truck. At SSA’s central office, people work with EDP magnetic tapes for processing claims (05:00). A woman starts a tape on one of the computers. Another woman sits at a district office and meets with a claims processing employee (05:45). People line up at an office to speak with a secretary. A mail clerk files mail into boxes at an SSA office. A woman teletypes information into a computer at a district office (07:19). Women and men sort envelopes at the Payment Center (08:33). Action notices are sorted and filed. The film shows work notices from beneficiaries, death notices, and manual earning reports. The film then shows a copy of a student attendance form and a work notice form (09:44). A woman reviews claims folders for beneficiaries, updating post-entitlement actions. A man pushes a cart in the claims center filing room (11:19). A woman inserts a punch card in to a card reader to inform the main computer as to the location of the folder (11:48). A computer buzzes at a card, informing the employee to hold the folder for a special request. Women sit at desks and run through folders and forms. An Input Examiner makes sure claimant information is correct (13:19) then she codes the information. Trained operators at the Payments Records Processing branch transfer information to punch cards. Women add data to magnetic tapes for a new computer system (13:59). A computer prints a letter of termination of benefits. Post-entitlement authorizers view computer-generated letters for accuracy before the letters are sent out (15:08). A man takes out a reel of magnetic tape from a stack of reels (16:33). A woman opens a letter from SSA saying she will not receive benefits (17:00). The film features more shots of SSA buildings, employees, and beneficiaries before ending with a “concluding statement” from Director Hugh F. McKenna about the film and the post-entitlement actions services provided by the SSA.
